The importance of measuring the ion beam correlations following extraction and transport of the low-energy beam is critical to enabling optimization of beam transmission through downstream accelerating structures. A design for a transverse, four-dimensional emittance meter for low-energy protons from the Ion Linac Systems (ILS) ECR-LEBT ion injector is provided.
